Noviar Safari
Noviar Safari is a senior rural development and community organizing practitioner with extensive experience in community empowerment, farmers’ institutional strengthening, and community-based economic development. As a member of the Congress of Members of Perkumpulan Inisiatif, he has been engaged in rural community organizing since 1997 and has served as Secretary General of Serikat Tani Kerakyatan (STKS) since 2004. His extensive grassroots experience has strengthened his capacity to build community organizations, develop local leadership, and advance development approaches that position farmers and rural communities as active agents of social and economic change.
Noviar’s areas of expertise include community organizing, rural development, agrarian reform, farmers’ empowerment, rural economic development, community-based enterprise development, agricultural production and marketing systems, and civil society strengthening. Through his engagement with Perkumpulan Inisiatif, including his involvement in the SAPARA research programme, he has contributed to research and knowledge development on alternative agricultural production and marketing systems aimed at strengthening farmers’ economic independence and bargaining position. His approach emphasizes the integration of production, distribution, consumption, and community institutions as essential components of more equitable, resilient, and sustainable rural economies.
In addition to his extensive organizing and advocacy experience, Noviar has contributed to knowledge development and community capacity building through the preparation of training materials and practical learning resources.Noviar brings strong practical value to international development programmes focused on community-driven development, rural livelihoods, agrarian reform, farmers’ organizations, local economic development, community enterprises, and civil society empowerment.
