Abstract
This paper addresses a usually ignored question : Rural development for whom ? My argument is that the current trend and policies in rural development have neglected the villagers. In this paper, I present some examination of trends and policies regarding rural development and show that most of those trends and policies are not responsive to the rural demand. The rural development policies have to give higher priority for the villagers to benefit from the development.
